Escalating
The issue has moved beyond background noise and shows signs of meaningful movement.
Active Crisis
The issue is actively unfolding and may affect public stability, security, governance, infrastructure, or civic trust.
Stabilizing
The issue appears to be calming, contained, delayed, or moving out of escalation.
Resolved
The issue has concluded, been formally addressed, or no longer appears active.
Superseded
A newer entry or broader event has replaced the original item.
Confidence levels
Confidence levels should describe how strong the signal appears based on available evidence, sourcing, corroboration, pattern relevance, and uncertainty.
Low — Early signal or limited sourcing. Worth noting, but not enough to treat as confirmed.
Moderate — Multiple signals or credible sourcing suggest the issue may be developing.
Moderate-High — Strong sourcing, corroboration, or repeated pattern indicators suggest meaningful escalation or relevance.
High — Clear evidence, official confirmation, or substantial corroboration supports the assessment.
The goal is not to predict everything.
